WHAT IS PUBLIC ADMINISTRATION?

Generally thought of as the area where Political Science meets Administrative Law, Public Administration is both an academic field of study and an occupation. From an academic point of view, Public Administration is defined as “a program that prepares individuals to serve managers in the executive arm of local, state, and federal government and that focuses on the systematic study of executive organization and management”.

Public Administration is primarily concerned with how government programs and policies are organized, maintained, and executed. Another item of importance is the conduct of administrative officials and other public servants, and how their performance is evaluated. From an occupational perspective, the Public Administration profession is comprised of establishments and institutions that perform governmental duties such as national defense, taxation, international aide, legislative activities, foreign policy, and the administration of government programs.

Public Administration is multidisciplinary by its nature, and can be divided into six components:

1. Human Resources: the individuals that comprise the workforce of a given business, institution of economy.

2. Organizational theory: the study of organization with the intention of identifying themes or patterns in an attempt to solve problems, maximize productivity and efficiency.

3. Policy Analysis: the process of determining which policy out of numerous options is best suited to achieve a set of goals.

4. Statistics: the study of the collection, organization, analysis, interpretation and presentation of data.

5. Budgeting: the financial planning and listing of all planned revenues and expenses.

6. Ethics: the systematizing, defending, and recommending of concepts dealing with right and wrong conduct.

As for career opportunities in Public Administration, positions that are common in this field include federal, state, city, and local agency officials, municipal budget directors, city managers, cabinet secretaries, human resources administrators, and public administrators working in departments and agencies at all levels government.

FORMS OF BUSINESS ORGANIZATION

A company (UK) or corporation (US) is a form of business organization operating to make a profit. There are three principal forms of business organization: the sole proprietorship, the partnership, the corporation.

The simplest form of business organization is the sole proprietorship, which is owned by one person. The owner has relatively unlimited control over business and keeps all the profit. These firms are usually owned by one person who has day-to-day responsibility for running the business. Sole proprietorship is the most widespread form of business organization.

In a partnership, two or more people share ownership of a single business. Like proprietorship, the law does not distinguish between the business and the owners. The partners should have a legal agreement that sets forth how decisions will be made, profits will be shared, disputes will be resolved and how future partners will be admitted to the partnership.

A corporation is a large company or a group of companies authorized to act as a single entity and recognized as such in law. A corporation can be taxed; it can be sued; it can enter into contractual agreements. The owners of corporation are its shareholders. The shareholders elect a board of directors to oversee the corporation’s major policies and decisions.

Companies are involved in many activities, for example, buying, selling, marketing and production, in a range of different industries or business sectors, such as information technology, telecommunications, film, and car manufacture and so on.

Understanding financial performance is often a neglected skill among managers, but it is a vital one. Finance, financial statements analysis and financial reporting provide important insights into business performance, resource allocation and time management.

BUSINESS STRUCTURE

Each company whether it is large or small has its business structure. Many companies have much in common in their business structures. The Top Management always consists of the Board of Directors and the executive officers. The Board of Directors determines basic company policies and appoints the executive officers. These officers include a Chairman of the Board or Chief Executive Officer, a president and a number of vice-presidents. They are responsible for carrying out the decisions of the Board of Directors and the stockholders. The executive officers also select the managers of the various departments of the organization. The Managing Director (sometimes called the Chief Executive or the President) is the head of organization.

The Chairman of the Board is in overall control and may not be the head of anyone’s department. Under him there are executive managers, responsible for the work in different departments.

The number of departments in the organization depends on the size of the company and on the nature of the goods and services it provides. For example, a company with many employees may need a Personnel Department. A manufacturing firm may also need a Research Department. Ways of development new products or improving the existing ones are studied by the Research Department. Many organizations have departments that handle three basic business activities: production, finance and marketing.

The Production Department consists of several divisions: Production, Packaging, Distribution, Quality and Maintenance. The Marketing Department plans how to sell products and includes Advertising Division as well. There may be several divisions in the Finance Department connected with consumer accounts, wages and salaries, financial services, taxation, investment and cash management.

All these departments are headed by managers. The manager is in charge of its day-to-day running, and he reports to the Director. The Director is responsible for strategic planning and making decisions. Various personnel in each department report to the manager.

But specialists say that to succeed in the 21st century corporations will need to break the rules about structuring and running their business.

HIRING NEW EMPOLYEES

Interviews are a central part of the recruitment process for most organizations. Usually applicants are interviewed after sending in an application form or CV for a particular position. The purpose of an interview is to give the selector a chance to assess the applicant, and for the applicant to demonstrate abilities and personality. It is also an opportunity for the applicants to make sure that the organization and the position are what they want.

The recruitment process for most organizations is standard – applications are received, either via an online application form, or a postal form or CV. Candidates are shortlisted and invited for interview. The interview format and number of interviews can vary considerably. Some companies are satisfied after just one interview whereas others make a further shortlist of candidates for one or more interviews. If the applicants are successful at the interview stage then they will receive an official letter offering them the job.

The purpose of the job interview is to find out as much information as possible about the applicant’s work background, especially work habits and skills. The best way to do this is to ask each applicant specific questions: “What did you do on your last job? How did you do it? Why was it done?”

The applicant’s replies are evaluated and when the interview is over, the applicant is asked to check back later, if that applicant suits for a job. The decision is not made until all the applicants have been interviewed.

Next, the obtained information is verified. It is usually done by asking the previous employers questions like “How long did the employee work for you? Was his work poor, average, or excellent? Why did the employee leave work?”

After the information on all applicants is verified, the selection can be made. The result of this selection is the right employee. The right employee can help make money. The wrong employee will cost much wasted time, materials, and may even drive away customers.

FIVE COMMON TYPES OF BUSINESS CORRESPONDENCE

Business correspondence is a form of written communication used for business purposes between organizations, within the organization, or between clients and the organization. E-mail is also a form of business correspondence which is used to represent a company or for the purpose of the business. Written communication is important in business for various reasons. It serves as a formal way of exchanging information as well maintaining professional relationships between organizations, employees, and clients.

There are five common types of business correspondence that are typically used in organizations. They are internal correspondence, external correspondence, sales correspondence, personalized correspondence, and circulars.

Internal correspondence is a written communication between the employees, departments, and branches of the same organization. Internal correspondence can either be formal or less formal. Routine internal correspondence is usually less formal, such as quick instructions between a supervisor and a staff, and they are normally in the form of e-mail. Formal types of internal correspondence include written reprimand, notice to explain, memorandum, formal requests for approval, and letter of approval, etc.

External correspondence takes place between different organizations, or between an organization and their individual clients. This correspondence is written by a company to those who do not belong to their organization. So, it is commonly sent to vendors, creditors, suppliers, existing customers, prospective clients, financial institutions, government offices, law and accounting firms, sponsors or donors who have either direct or indirect business relationship with the company.

Sales correspondence is not limited to just selling a product or service, but it also includes other activities relating to sales. Sales correspondence include marketing letters, letters of offer, sales proposals, invoices, statement of accounts, sales reports, order confirmation, purchase orders and so on.

Personalized correspondence is based on personal and emotional factors. Despite being labeled as “personalized”, this type of correspondence can also be used for business purposes. Popular examples of personalized correspondence are: letters of gratitude and congratulation letter.

Circulars are notices that are used by a large number of people within the organization. It is also referred to as office instructions or announcements. Often, general announcements (such as details about meetings with shareholders, instructions about certain protocols, etc) are being communicated via circulars.

Business correspondence is an essential tool for the day-to-day operations of a company. It helps people within an organization communicate with each other efficiently. It also helps an organization transact and maintain a good professional relationship with their business partners, customers, and other organizations.
